Deborah Brown

Deborah Brown leads WSP's Alternative Delivery Advisory Business line advising clients on implementation of alternative infrastructure delivery models including Public Private Partnerships (P3) and innovative financing solutions. Since joining WSP, Deborah has supported the Maryland Department of Transportation (MDOT) and Maryland Transit Administration on the solicitation for the Purple Line Light Rail P3 project; the District of Columbia on their P3 project for the renovation of the Metropolitan Police Headquarters; developed and delivered training in P3 Basics for the AASHTO BATIC Institute; and is currently advising the Louisiana Department of Transportation Development on the I-10 Calcasieu River Bridge Replacement P3 Project . Her 29-year career includes leadership Roles with the FHWA's Office of Innovative Program, the Virginia Department of Transportation the Georgia State Road and Tollway Authority. Deborah is a member of Women's Transportation Seminar (WTS), COMTO, the Association for the Improvement of American Infrastructure (AIAI) and she is the current president of the American Road and Transportation Builders Association (ARTBA) P3 Board.
